Stage #1: Project Planning
1. Feasibility Assessment
The journey begins with a feasibility assessment, where a project developer rigorously evaluates technical, financial, and environmental factors to ascertain the viability of a project. This includes the potential for emissions reductions and the conditions that will apply to the project to be successfuly registered.
For feasibility assessment, project developers will need an understanding of:
- The technical nature of the activity and how it works;
- The costs associated with the activity;
- The rules of the various carbon standards;
- The scientific methodology that can be used to quantify the impact of the activity; and
- Any related tools and processes that are cited in the scientific methodology.
Each project must adhere to specific methodologies or protocols specific to a certain kind of carbon project that quantify the emissions reduction potential. The early stages of feasibility assessment will need to discover these requirements, or there is significant risk that the project may not qualify for carbon credits or may not be successfully registered.
2. Project Design and Financing
Developers need to create a detailed project design with detailed costings and implementation plans. At this stage they will also secure the necessary financing, considering both initial and ongoing costs for successful implementation.
3. Draft a Project Design Document and Initial Submission
A comprehensive Project Design Document will document the activity, the necessary methodologies and tools, the baseline emissions, the expected project emissions, safeguards for the environment and society, and expected benefits. This document will also need to address the monitoring plan for the project.
This document may take up to a year to prepare and is often written over several rounds of intense work.
Submission of the Project Design Document is very important and often carries strict deadlines. Most standards allow revision of the document after initial submission.
In practice, projects will have begun to implement prior to drafting the formal Project Design Document that is necessary to submit to a carbon standard for registration. Most carbon applications will require stakeholder consultation at an early stage, and this may occur before the drafting of the Project Design Document has commenced.
Stage #2: Validation
The project then enters the validation process to ensure that the claims in the Project Design Document are valid and meet the requirements for that activity.
Validation ensures the legitimacy of the carbon credits generated by the project and involves two key external parties: the carbon standard for which the project is pursuing registration, and a third-party auditor (known as the validation/verification body (VVB)).
Accredited VVBs conduct a thorough review to ensure the Project Design Document aligns seamlessly with carbon credit standards and the scientific methodology. VVBs will also inspect the monitoring plan, including all the meters that will be used to monitor the project.
This rigorous validation process enhances the project’s credibility, affirming its adherence to established norms within the carbon crediting system.
Stage #3: Registration
With the VVB has completed their validation of the project, the project’s documents will need to be submitted to the carbon credit standard for approval.
The procedure to register and certify a project depends on the registry.
Successful registration signifies compliance with the standard’s requirements, gaining official approval for the project to proceed. This process can take a significant period of time.
Stage #4: Monitoring
As soon as the activity is commenced (and sometimes even earlier), the project developer will need to closely monitor the project.
A robust monitoring system for data collection will have been developed and approved during the previous phases. It is vital that this system is implemented. If not, the project will be unlikely to be able to complete subsequent stages of the project development process.
Stage #5: Verification
After a period of time, verification of the project’s outcomes will be required. This verification will test the claims made in the project’s monitoring report, including the number of carbon credits that are being claimed.
In this stage, the independent verification by VVBs confirms the accuracy and reliability of monitoring data. The verification process ensures that the project is achieving the anticipated emissions reductions or removals, adding credibility to its claimed environmental impact.
Stage #6: Issuance
The verified monitoring report and documentation are submitted to the chosen carbon credit standard for review. Project developers receive official acknowledgement, and the verified number of carbon credits are issued.
Stage #7: Retirement
Carbon credit ownership is tracked until the credits are retired by an end user, such as a large multinational who is offsetting their emissions. Once retired, these credits can no longer be transferred, traded or otherwise sold.
This crucial step ensures that the same emission reductions are not counted or claimed by multiple parties, preventing double counting and contributing to the integrity of the carbon credit market.
